my edlebrock performer carb is stalling at red lights after warm up?

hello! i recently rebuilt my 1971 chevrolet 350 and used all edlebrock performer apps including performer carb assy.the problem iam running into is that after i drive it for 10 to 20 miles the carb will surge and stall at red lights or anywhere when slowing or stopping.also when lifting the hood i have a strong oder of fuel.there are no leaks in throttlebody assembly and does not appear to be flooding.i have been a tech for years but in todays day in age carb knowledge is not a plus in the field unless you work on antiques all of the time. i have had a few classics over the years and they all had quadrajets(i know should have stuck with the q-jet) i went with the carter cause everyone i talked to said they were the best reliable option.beginning to wonder. after talks with my father who has been a certified tech his whole life he seems to think the float level isnt set right? but after talkin with the edlebrock techline he seems to think i should be running a heat riser spacer between the carb and intake?he also told me that rarely do you have to set a float adjustment on these carbs out of the box?is it possible for the fuel to be evaporating due to the heat in the engine compartment and that is why iam getting the strong fuel smell?or is my father right and the float is out causing fuel to dump over in the bowl?should i run the spacer?it does smell slightly rich at red lights but doesnt have any black smoke or signs of loading up.i really want to correct this soon cause the weather is nice and i want to drive my hot rod.it seems like one thing after another with this rebuild.help the guy still working the bugs out of his chevy!!!! also have adjusted my idle mixture screws with vacuum gauge and there at 15 inches, the best reading i can get where i live.
again the carb is brand new,and you do not always need to run a insulator.the more i read my owners manual the more i think i have a metering problem.edlebrock sells a kit for tryin different metering rods for different situations.again anyone with carter afb carbs would be a great help. not some joe who thinks he is a certified tech.again i appreciate everyones help! but anyone who has real expierence with carter afb,s would be a great help.thanks,troy.
